Saute onions and garlic in oil over medium heat. Add beef, chopping and cooking, until it's well browned. Add 3 3/4 cups water and the soy sauce. Bring to boil. In a small bowl add corn starch to remaining 1/4 cup water. Stir well with a whisk and add to beef-bean mixture. Cook, stirring constantly, until the mixture thickens. Serve on hot cooked rice.
